Advance eligibility for the next cycle of a sandbox subscription
POST/v1/_test/subscriptions/:id/advance-billing
Executed synchronously by the service that owns the subscription. It never moves an already
processed period backward, and retries with the same Idempotency-Key return the persisted result.
