List charges for the authenticated merchant
GET/v1/charges
Returns a PII-free projection ordered by created_at DESC, charge_id DESC.
created_at_from is inclusive and created_at_to is exclusive. Reuse the opaque
next_cursor value unchanged to continue keyset pagination.
