Simulate a PSP decision for the merchant subaccount
POST/v1/_test/psp-subaccounts/:provider/decision
This authenticated, tenant-scoped helper is available only in sandbox. The route does not exist
in the live profile. Reuse the same Idempotency-Key for retries; event_id is also
deduplicated, event_sequence orders events, and final decisions cannot be reverted.
